Crikey, that's a bit of a shocker! By my reckoning that involves quite a bit of radical rejigging. Off the top of my head the effect would be:
add Salix euxina I.V.Belyaeva as a new concept
Extract all Salix * decipiens as junior synonyms
(this is the true species concept)
Sink Salix fragilis L. as a junior synonym of
Salix fragilis x alba = S. x rubens Schrank
(this is the hybrid)
Leave other fragilis hybrids as they are ... because it's too complicated?!

I think it's a bit more complicated but I am taking advice from Fred Rumsey and a few others here :) Ironically Irina Belyaeva works at the NHM quite often so I could ask her directly. However, the complexity doesn't come from her redefinition but more from the chaos that it causes in other things ;)
