There seems to be an issue with the entries for Corvus corone Carrion Crow and Phalacrocorax carbo Great Cormorant in the species dictionaries. If you run this query against a database with the latest dictionary you should be able to see the problem: there are multiple RECOMMENDED_TAXON_LIST_ITEMs for the same taxon, which shouldn't be happening. Thus these dodgy sort orders are being generated from the erroneous recommended taxa.

I've just checked the underlying Species Dictionary database and both the recommended list and nameserver look correct for these species. Hence it seems to be an implementation issue at the Recorder end.

Sarah will no doubt be able to shed more light on this.
