I'm trying to delete an empty survey, but keep getting "unable to delete, referenced by other records", but it isn't....?

Possibly tables which can  easily be missed are EXPORT_FILTER_SURVEY, SURVEY_TAG, and USER_SURVEY_RESTRICTION,

Without going into the underlying tables, the survey has no tag, is not part of an export filter and isn't restricted in a different way to other "deletable" surveys.

Thankfully the delete survey addin came to the rescue - it didn't have any problems deleting the survey.

And it seems to have jolted Recorder into behaving - other surveys that couldn't be deleted the ol' fashioned way, can now be.
