Am I right in thinking that if, say Curculio salicivorus has a recommended name of Archarius salicivorus, that the recommended name should show up in the observation hierachy?

The observation hierarchy shows the preferred name from the dictionary list you used for the input. So if you input using a synonym within a list then the name shown will be the preferred name from that list.  The recommended name can come from any list and this is what will be shown if you select Recommended Name from the Report Wizard.
