If this option is unticked, negative records, i.e. those with Data = 0 (zero) on the Measurement tab on the taxon or biotope occurrence, indicating that they were looked for, but not found, will be INCLUDED in your report.

So why is the report wizard giving me observations with Data = 0 when the option is ticked?

I've had a look into this and it appears to be only a few observations that shouldn't be coming up, but do.

Is there any other factor that would make Recorder consider them not to be zero abundance records (they are all data = 0)?

I have tested this in v6.14.4.212 and including/excluding zero abundance data works as expected, i.e. when the tick was left on ‘Exclude Zero Abundance Data’ in the Report Wizard observations with measurements like '0 adult, 0 juvenile' were excluded but not those like '2 adult, 4 egg/ovum, 0 juvenile'. What version of Recorder 6 are you using? Could data have been entered using a much earlier version? There used to be problems with the zero abundance flag on the taxon occurrence not being set correctly - see http://forums.nbn.org.uk/viewtopic.php?pid=1149#p1149. It could be that this flag is not set correctly for some of your data because it was entered before these problems were fixed.
