Can we get this fixed sometime.

All the GIS systems I know represent the layers in their Table of Contents as one thing on top of the other.

The layers are then drawn in this order in the map window.

This makes sense.

When you have multiple background files loaded up, and all your useful layers have to be at the bottom of the stack (out of view)... its pure mad.

(How did the reverse position ever come about in the development of Recorder, is their some reasoning?)
