Only suitable if the dataset is being imported temporarily and will be replaced (see text taken from documentation copied below), but there is the option of using 'Temporary Surveys'.
"It is designed for use where the data is being maintained by an external system and should not be used for data which is to be permanently held and maintained within the R6 system. Temporary surveys will be useful where a dataset is to be imported for reporting purposes only. The approach could also be used by importing a dataset and keeping it updated with new records, but then deleting it and replacing it occasionally to take account of changed records and deletions"
You import observers and determiner to 'Temp Observers’ and 'Unparsed Determiner' instead of the usual columns in the import wizard and it takes them as entered rather than needing to do name matching, etc. To get the unparsed names out using the Reporting Wizard, you'd use 'Consolidated Recorder' and 'Consolidated Determiner' as the usual fields would contain 'Withheld' if you follow the recommendations in the guide.
