I'm one, or perhaps 25 with my Dipterists Forum hat on.
I have an acknowledgement from Andy Foy and Cognito Forms dated 05/12/2017
BRC circulated Andy Foy's message about the consultation to 95 of their recording scheme contacts on 08/12/2017, perhaps my comment on 14/11/2017 got through to them somehow.
As I remark above, the smaller NSSs will be slower to respond. If my attempts to communicate with some of them on other matters are anything to go by, some only turn their computers on once a month :-)

Perhaps the form can be left open for late entries from recording schemes if they've only just been contacted, even though the consultation period is due to finish on Friday...

As we are keen to get as wide a response as possible the deadline has been extended until 1st Jan 2018 to give everyone a chance to respond.  Please spread the word and continue to encourage everyone involved in biological recording to respond.
