Topic: What exactly does the publicAttribute field indicate?

I have read the Guide to the NBN Exchange Format (Version 2.7, September 2014) which Graham French kindly pointed me too.

However, I am still none-the-wiser as to what the publicAttribute field indicates.

Permitted values appear to be either TRUE or FALSE.

I thought it might be something to do with public access & access controls but it doesn't appear to correlate with indicating which records were obtained through special "enhanced access".

So what does publicAttribute indicate?

The publicAttribute field relates to the level of public access granted to each record by the data providers, indicating whether the record attributes are publicly available or not. Record attributes are additional optional fields associated with each record such as comments, counts etc as described in section 2 of the Guide to the NBN Exchange Format.
