Not sure if this has been raised before - once you have placed a survey tag as a child of another there is no obvious way of promoting it back to a top level tag (I've found you can drag it to just above the first tag and if you're lucky this works). There needs to be e.g. a "promote to top level" in the context menu a la the location hierarchy.
