Topic: Protection of Badgers Act (1992)

There appear to be two "badger acts" in the taxon_designation_type table - is this correct? They're not duplicates, as each has slightly different data.

Taxon_designation_type_keys: NHMSYS0020170860 and NBNSYS0100000016

Protection of Badgers Act (1992)  - NBNSYS0100000016 is the one included in the JNCC collation of taxon designations and the one which should  be used.   I don't understand why there needs to be  two taxon designation types.
