Are there any plans for or reasons why there can't be a feature for users to create their own organisations on NBN?

We're thinking we could create an YHEDN Licensed Users organisation, grant access to our datasets and negotiate access for that organisation to others and then allow signed up users membership.

There may be different types of licensed users so we're thinking it would probably be good if we could set up those organisations ourselves.
