getting this error when trying to import zipped file.....

If I removed the Validation add-on it imports....although not all the records... a few thousand short!
I know this prob not a good idea......
141, 753 imported on a clean install XP machine Rec6.13
141, 744 import on a clean install Vista machine Rec6.13 (sqlexpress)

143,142 on the original Rec6.13 Vista machine

what is going on !?!?
