I am having trouble opening R6 and wondered if you could help please?

When I click on the desktop icon I get the error message:
'Error accessing the OLE registry
An error occurred while starting the application.
EOLeException:[DBNETLIB] [ConnectionOpen (Connect()).] SQL Server does not exist or access denied.'

When I open SQL Server and try to connect I get the following message:
'Cannot connect to LAPTOP-AJOEM3L5\SQLEXPRESS.
A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: SQL Network Interfaces, error: 26 - Error Locating Server/Instance Specified) (Microsoft SQL Server, Error: -1)'
