I'm not sure how good these are for the Channel Islands but certainly the best free GIS dataset I've ever come across is on the website of the GIS Unit, Royal Botanic Gardens, Kew (http://www.kew.org/gis/) where you can download the entire world as outline shapes. Whilst I suspect these are not in sufficient detail for your needs, they are splendidly detailed for any work at world and regional level.
If all you want is the coastline boundaries then you could try here instead:

It is at 1:250,000 but may be okay for the purpose.
You can use the Java Map to zoom in and select the areas you want and you will then need to convert the downloaded vector file into the format you want (ArcView or MapInfo). There are details on the page about this.
I have used this in the past for a coastline boundary of the UK. It is also what is used for the DMAP maps from what I can tell on the DMAP website.
