Topic: LastKey not updated for new Observer

When importing data, if Recorder fails to match an Observer, and subsequently the "Make New Entry" is selected for that observer. After completing the data import, the Update Last Key is run, then it reports that one key has been updated.
This error seems to be repeatable.

If importing data, and no new entry is required for an Observer, then running Update Last Key after the import results in zero keys being updated.

I don't know whether this makes any difference, but the "Commit Changes" button was not selected.

Related Error when Last Key does not get updated properly
While entering a record via the recording card, if the Recorder does not exist, and an individual is manually created, and then individual returned as the Recorder, and the species recorded. If Update Last Key is run after creating the records, it updates one key. If the sequence is repeated, but this time using an individual who already exists as the Recorder, then running Update Last Key updates zero keys as one would expect.
