When importing data via the wizard

The following forms of the Observer get properly recognised
Forename Surname
Surname, Forename
Forename D'Surname

However, the observer gets split into two observers if the name is of the form
D'Surname, Forename

Forename being one observer, and D'Surname the other observer

I've experienced the same thing with all names that have apostrophe's in them.  I've been told by Sally Rankin that it is a known error but I don't know if there are any plans to fix it.  You'll need to reformat the names to be Forename D'Surname.

Similar things happen if the names have a hyphen in them (e.g. "Sur-Name, Forename") or two surnames (e.g. "De Surname, Forename") - these have to be reformatted too.

And, you will experience an error if any of the names have a trailing comma (e.g. "Surname1, Forename1, Surname2, Forename2,").
