When importing data from an excel spreadsheet is there any way of importing the assoicated admin area (eg district) name with a record?

I don't think so. You should be able to add them later in some way with a Batch Update - for example by putting the name in the Sample comment field and creating a Batch Update to create the entries in the sample_admin_area.
