What does "No access" next to a user name mean in the Current Users of a dataset?

"No access" usually means that the user has requested better access to a dataset and is awaiting the administrator of that dataset to reply .
It comes about because when a user requests better access a row is added in one of the access tables with all values set to 0. The Gateway sees this as "no access". However it is not possible to have less access than that given to the public (non registered user) so "no access" does not usally mean the user has no access to the dataset, unless the public also has no access.This does seem a little confusing and I will flag it up as something to be looked into
