In working out what it is doing I can see where to make the code change. On the surface of it it looks like an easy change to make so may be in 6.26.

At the moment I don't think there is any sorting going on* and with lots of re-determinations, it would make things easier to see what's going on if they were sorted temporally.

(The reason for also sorting by entry_date is we rarely know when a determination is made so it always defaults to original determination date, but when we add a determination it is because it's happened later chronologically. Really, we should set the det dates to unknown, but I haven't got around to doing this yet - and sorting by entry_date would be 'right' in this situation as well)
